Building on @fionaR_87’s “wind hoodie,” we’ve had good luck with a 30–40% gravel sacrificial strip at the leading edge and low, pre-rooted sedum tiles set in a light tackifier — a doormat catching the gusts before they hit the meadow. If you boost media at the perimeter, just double-check structural load and drainage; on one project we traded depth for a low perforated wind screen clipped to the parapet and got similar wind control with less weight.
